Because I'm moving and will be without internet for a couple of weeks, I had to let my subscription expire. Don't worry, I'm coming back when I can and will probably buy a year's Master Tier, depending on the state of the Aussie dollar at that time.
Now, I might've misread or misunderstood or didn't read properly but I was somehow under the impression that if I ended a subscription that I would be prompted to choose six characters to use out of my list of already created characters. I got a prompt to do something so I could access my characters and pressed it and went to choose the characters and...
...it's asking me to delete characters. All my characters (49 of them) are greyed out with only a delete option available to me. This is... not cool. Not cool at all. I'm not going to bloody well delete 49 of my carefully and lovingly and painstakingly created characters just so I can have six free character slots to start from scratch. And that's when I noticed it: the shiny orange "Create A Character" button.
I like buttons.
So I press it and it allows me to create a new character. Umm, sure, OK, why not? Then it allows me to create another. I now have 55 characters. I still can't access any of my original 49 and they are all still greyed out with only a delete option available to me, but I have six character slots to start from scratch with and don't have to delete my originals. This seems... odd.
Is this working as intended or did I oopsy and break something?

After a subscription lapse, if you have more than 6 characters, upon navigating to your characters page, you should be prompted to choose up to 6 characters, and then click the button to confirm your selection. At that point any remaining characters would be locked.
Now, you 100% do NOT have to delete those. They will stay there indefinitely, and when the sub is renewed they will all unlock automatically.
It sounds like you may have hit the complete my choices button without selecting your 6, and that's why it let you create 6 new ones, as you basically reset your open slots.

Oh, I was never prompted to choose six. There was only some button that I pressed and then all my characters went grey. That's when I noticed the orange button.
Oh well, I got a month sub anyway because my players are slackbums and haven't finished their three characters each for the new campaign next year. They have homework to do. Three characters each because... ToA :D
