When I create homebrew spells (or tweak versions of official spells), my players are rarely able to view them as options. This includes spells for classes, subclasses, and the magical secrets feature. Most recently I re-flavored Steel Wind Strike to Underworld Strike to match a character's heritage as a tiefling bard descended from Hades. It doesn't show up on their list of options for magical secrets. I've had similar issues pretty much any time I attempt to make or adjust a spell. I have made sure the proper classes are added to the spell. Any suggestions? Or is this a bug like I suspect?
Your players will only see your homebrew when they create characters from the join link in your campaign or join existing characters of theirs from the join link in your campaign.
I'd also recommend that you check the homebrew spell and make sure you've assigned it to a class - if you don't, then it wont be accessible by any spellcaster.

Yes, they are all in my campaign and have been from the start. Homebrew items aren't an issue, nor feats, just spells.

Yes, I have been doing that.
I found the problem; instead of including the spells in the alphabetical list order, Homebrew spells are listed at the bottom.
