Per Adam's request, my feedback regarding why I feel it would be better to have map packs as compendium items is as follows:
Map packs would be stored and accessible in any browser from any device / internet-connected PC versus being downloaded to a hard drive and locked away on a PC somewhere. Cloud-storage aside, having it available through DDB is a much more convenient option.
