I think I have something like 36 or so, I think maybe 5 of them are characters for myself or other players that didn't want to get on the twitch bandwagon. Not all of them are finished but most are.

I presume you mean for those with Hero or Master Tier subscriptions, since the free accounts are limited to 6. I currently have 36. 2 are PCs belonging to family members who don't have DDB accounts; 4 are mine for various games (in person or play by post); 2 are experiments with the homebrew or UA races; the remainder comprise a pregen "library" I maintain for my AL style weekly game. (And there are so many of them mostly because I had fun making them after I got a Hero Tier subsription).
I had to stop creating characters because I wasn't putting enough development into the ones I had made. Probably 20 have at least a somewhat fleshed out backstory, maybe 14 of which I know how I plan to potentially integrate them into the game.

I haven't made any characters other than to fiddle with the system and see how well it's working - and I've deleted those. I'm only DMing right now, so I don't have any characters to keep track of.
As for NPCs, I've been making those as home-brew monsters because constraining NPCs to PC-creation rules both takes longer than not and makes them less effective to actually use.
I'm at 11, and one belongs to my wife, and one to my nephew. Of the 9 others, 1 is actively played, 1 will be played starting this Friday, the others are just ideas and/or testing features of DNDBeyond.
