I am making a homebrew campaign, and one my players is going as a hexblade warlock that is going to spec into fighter for 2 levels. I want to give him a weapon that revolves around his patron, I'm thinking a deity that judges the dead, decides where they go for their final resting place, and guides them there. He wants to use a two handed sword, and I'm having some trouble figuring out what specific homebrew stat to give it that makes sense to his patron, and isn't overpowered.
It will be hard to give you specific suggestions for something fitting a patron still being fleshed out and for unspecified level range. :)
I would suggest, if it's to be a long term weapon, make it grow with the character. Give it abilities that are the proper power level for the character's level in your game and I 3 or 5 levels add another ability or up the power on an existing one. Do it again whenever you choose.

Building off of what Mael said, you can give him the weapon and, after playing a few sessions and seeing how the characters develop, tailor the powers the weapon gets later to his playing style. (like if your player likes combat, find a way his patron would give him advantage in battle; if he likes roleplaying, maybe add an ability that gives him the opportunity to make choices that effect his relationship with his patron and/or the other characters)
I assume he will take Pact of the Blade as his Pact Boon? Some ideas: The initial weapon is an old battle worn greatsword the player has found (dug up in a field etc.); it has an inscription on the blade "The Judge of *enter deities name*" The warlock player discovers that additional symbols appear on the blade, whenever it is close to the corpse of a recently departed *follower of deities name*
Backstory ends
When the player reaches 2nd level and goes Pact of the Blade, the greatsword shatters and then evaporates into an icy mist. When the warlock summons his pact weapon for the first time, it appears to be the same greatsword, just looking like the first day it had been made. In its pommel a magical eye has manifested. The white eye could open and close, perhaps always look in the direction of the nearest passage to the underworld or turning red, when looking upon an undead, who violates the will of the deity by not obeying to the laws of life and death.
I think the pact weapon needs a character and I hope you get a feeling of what I expect that weapon to be. Change and adapt how you think it will work for your setting and campaign.
Actually, come to think of it, the moonblade has a function where it gains a magic rune and power for every master it's served. Maybe you can use it for inspiration It's on pg. 217 of the DMG.
Yeah, I've been looking at it recently and decided on using it! However, the warlock I'm giving it to has an INSANE charisma stat of 20, so he's getting a +7 to attack and +5 to damage right now.

Or maybe he could change the weapon to a scythe, that would fit very well.

Yeah a rune or runes on the sword that level with the PC, similarly to the way your weapons work in Shadow of Mordor
