Is this allowed at all like in 4e? Like if I decide a feat I took isn't very useful, I can swap it for another one on a level up? Or is it more like "choose carefully, because once you learn it, you can't unlearn it."
It's more like "choose carefully, because once you learn it, you can't unlearn it." If you want to change, you should talk to your DM. If you're playing in Adventurers League, then you can change anything about your character during tier 1.
In 4e, you got a feat every second level or so. In 5e, feats are optional and can only be picked instead of ASI if you’re not var. human. What I mean is, there does not appear to be any correlation between how these editions deal with feats, and since I haven’t seen any rules in 5e about feat swapping, I’d say it’s up to the dm if they want to let you retrain. I’d be quite hesitant however to let someone retrain out of a feat that improves an ability score unless it was a level 1 var. human being played by a newbie who wanted to change how they built their character after session 1.

Tasha's introduced optional rules concerning changing certain class features like cantrips and metamagic when you gain an ASI and also gave advice on how a subclass could be changed but this did not include feats.
There are some feats that are very powerful at low levels but less so at higher levels (eg heavy armor master) so power gamers might want to change out feats just so they have the most powerful one for their level.

This seems to be an up to the DM for home brew.
In Adventure's League you can change ANY aspect of your character every time you gain a level.
As written there is no rules for swapping feats but DM may always allow it.
