So, I see that they took away the UA rule for Centaurs carrying people with the Guildmasters Guide to Ravnica. If I have the carrying capacity though, i there anything stopping me from carrying another character? How might the effect combat?
A Medium playable centaur can carry a Small PC and will be treated as an intelligent mount, which basically lets the centaur act normally and the rider hope there's a target in range each turn.

That makes sense, but couldn't you also carry a medium character, assuming you had the carrying capacity for them, but just have them not count as "Mounted"?
Such a character would essentially count as grappled, and any character with appropriate carrying capacity (not just the Centaur) would be able to do so. The only thing special about Centaurs is the appropriate physiology to serve as a mount for a Small creature.
As you've noticed - there are no longer any rules for a Centaur character functioning as a mount.
This is intended and there are no rules for any character functioning as the mount for another character, regardless of the difference in size, though any DM is welcome to homebrew their own rules where they feel it makes sense and doesn't break their game.
Certainly I know of a game where a Circle of the Moon Druid shapechanges into a Warhorse to function as a combat mount for a Fighter. This doesn't feel a long way from that.
