DM's Guide, page 284, or here, has rules about modifying existing items or creating entirely new ones, along with relevant guidelines and suggestions.
That is to say, an item such as a Glamoured Armor +2 would be a custom item, but following standard rules. Magic items tailored to the adventure/setting/characters is pretty standard fare.
It's not a house rule, so much as a unique item invented for your own campaign using the existing rules for customising magic items. But yes, it's not allowed in AL unless the AL rules specifically allow it, and I suspect they do not.

Can a glamored armor +2/+3 or would that be a house/homebrew rule?
Also glamored armor or hat of disguise?
I can't find anything that indicates magic armors can be up scaled RAW.
Hat of disguise can accomplish as much and more than Glamoured Studded Leather, but the armor does not require attunement.
