In a Dragon Heist Campaign I’m in, I’m a 3 lvl Cleric 1 lvl Barbarian. My idea was to go for a barbarian shaman type build. Metagaming, I know Dragon Heist ends at lvl 5, so this next level will be my last level. Should I go Cleric 4 and pick up GWM? Or Barb 2 and pick up Reckless Attack? I’m in a party of 7, and our DM tries to balance things out for us, but a lot of our combats have been pretty short. So I’m afraid if I don’t hit in the first few rounds, I won’t be useful to the party, but GWM is so fun when I get to say big numbers! Which do you guys value more? Accuracy or power?
How are you utilizing Rage? You cannot cast or concentrate on any spells while raging, and--unlike with Wildshape--any spells you were concentrating on automatically break when you rage. It can be a nice little boost when you can't or don't need to cast spells, but I wouldn't suggest going farther.

I tend to value accuracy; I'd rather do a little something consistently than a big something rarely.
I agree with this standpoint. Especially if your combat encounters don't take long, you typically want to hit rather than "if I would have hit that target is would have been insta-gibbed".
Yet you don't have to use the Power Attack part of GWM Feature. You still get extra attacks out of killing any creature or scoring a critical hit. So if you have other ways to boost your to-hit chance, GWM is great for hacking through minions.
I would like to point out that the Waterdeep: Dragonheist campaign is designed to take characters to level five, there is no indication that you should stop just because you reach level five. Point in fact; my wife and I are nearing the end of the main quest for Dragonheist and we reached level 6 quite some time ago. We will more than likely break into level seven at its conclusion based on the information available to us from our DM.

To your point though I agree with this point of view. I find it more enjoyable over the course of a campaign in general if I am able to do things more consistently, especially in regards to making progress with the character's development.

Are you a war domain cleric? If so, I'd choose the Great Weapon Master feat as your Channel Divinity will balance out the increased chance to miss.
Otherwise, I'd pick up the next level of barbarian.
