so if i want to use my fast hands to throw a viel of oil on an enemy. do i roll slight of hand first and then roll to hit and then damage? or is the slight of hand roll to hit?
No you don't make an ability check, when using Fast Hand to take the Use an Object action and splash an oil flask onto a creature, you only make a ranged attack against it.
Ability checks are for other tasks like pick-pocketing, disarming traps, using your thieves’ tools to disarm a trap or open a lock or other act of legerdemain or manual trickery.
