That feat is part of "Tasha's Cauldron of Everything" (TCE), as Elfdope said, so you need to buy the feat (it doesn't seem possible to pick only one feat/item from a source) or the book.
If you want your own flavour and DM permits it, or maybe you're short on money, you could create an homebrew version of it that would do something similar. Or heck, just "write" it and modify your sheet with a +1 manually and adding the spell... Mechanically, the feat doesn't add much to the actual DndBeyond character sheet.

Fey Touched is in Tasha's Cauldron of Everything. You have to buy it or have it shared with you to get access to it.
