Like the title said, I usually don't play Rogue and I'm just getting into it, but I almost spilled my coffee when I realized that Rogues can basically cast 3 spells per turn: 1 per action, 1 per bonus action, and 1 per reaction.
And oh boy this is SO BUSTED. There are so many combinations, and I'm really excited to try them :) Command: Flee => Dissonant Whispers. Fireball => Hypnotic Pattern. Pyrotechnics: Smoke => Wall of Force. Scatter => Cone of Cold / Spirit Guardian / any AoE spell. Plant Growth => Web. Beacon of Hope => Mass Healing Word.
Not to totally burst your bubble, but keep in mind that unless you also have levels in a spellcasting class, as a Thief Rogue you don't have a spellcasting ability. This means that (per a fairly obscure rule in the Dungeon Master's Guide about casting spells from items) your spellcasting ability modifier is treated as +0, which in turn means that the save DCs for a lot of these spells are going to be very low and not much of a challenge for the kinds of enemies you'll be facing at level 13+.
So, like an Arcane Trickster or an Eldritch Knight, you probably are going to need to limit yourself to spells that don't use your spellcasting ability for anything. The Beacon of Hope/Mass Healing Word combo is great, but things like Command and Hypnotic Pattern are likely to just fail the vast majority of the time, and when they fail the scroll is still consumed.
