If I we're to be a Hexblade, Take the Improved Pact Weapon invocation ,the Pact of the Blade Boon, and the Gunner Feat... Could I do a ritual to make a +3 Hunting Rifle my Pact Weapon?
I don't think you even need to take improved pact weapon.
Improved pact weapon expands what you can just create out of thin air, but you can bind yourself to any magical weapon even ranged ones with the base pact of the blade boon.
As MyDudeicus has said, Hex Warrior just requires you have proficiency with the weapon.
Since we are talking 'Pact Boon' I am assuming we are talking about the 2014 version of Warlock, but this should work for both 2014 or 2024. Pact of the Blade gives you proficiency with your pact weapon, and you can make any magical weapon your pact weapon (altho you can only have one pact weapon in this method), for 2014 it's an hour long ritual and for 2024 it's just a bonus action.
Since a +3 weapon is technically considered magical, you do not need improved pact weapon, just pact of the blade and to make it your pact weapon.

Have a +1 long bow and a flame tongue long sword. Swap back and forth as needed. For some reason you need a whip summon it as a bonus action. Even without the use your chr bonus baked in part the 2024 version just seems a lot more fun to me. And if going this route a single level of fighter gets you 3 weapon masteries which you can really work with this. I'll probably go back to pointing out flaws i see in 2024 especially the warlock and in things they did not fix with my next post, but there are quite a few improvements.

A single level of fighter also grants a fighting style, which can be useful.
