I’m planning on running a scimitar with nick, which should stack with hex (Correct?). Obviously, a free casting of hex would be great, especially since no one cares about it’s additional abilities beyond level 1, and the +1 and free misty step is just icing on the cake.
However, War Caster with this build instead is amazing! The new version gives a +1 of course, it allows me to use a shield while casting, I can use a spell as an opportunity attack, and it gives advantage on concentration checks! The only downside to doing my nick build this way is I have to use one of my precious spell slots on hex. I’ll eventually have access to better spells like spirit shroud (once I understand what it does), but still…
Oh, and before you say it, I don’t want both. My build is still mostly a Celestial Warlock, so I want my Constitution maxed out along with the gift of the first ones’ tough and the Boon of fortitude to get my total health to 285! That means if i get downed, I can come back in a blinding flash with 142 HP! That means i need my other two feats to boost my Charisma. Yes, I know most games don’t reach that point, but it’s the most optimal build to me, and I’m sticking to it! Anyway, what so you all think?

Honestly I wouldn't bother with the shield. It sounds like the Nick thing is important to you, and that's only relevant at all if you have two weapons. Plus, as a Fighter, you can wear heavy armor, and it sounds like you have a ton of health, so I'm not sure the shield is worth it.

I can change it easily, but I’m not sure if I should start out with the dexterity build scimitar and shortsword if I am going with strength over dexterity. I guess I can always get heavy armor later, but do my other items become useless without dexterity?

I'm not sure what other items you're looking at, but shortswords and scimitars both work equally well with Strength or Dexterity.
The two-weapon fighting style will increase your damage output, but only if you're actually attacking with both weapons all the time. Some people prefer to use something less specialized like Defense (which will partially compensate for the lack of a shield).

Starting equipment is either a flail, greatsword and javelin with chain mail, or a longbow, scimitar and shortsword with studded leather.
My current stats are 8, 14, 15, 8, 10 and 15. I can move my stats to strength and go 15, 8, 15, 8, 8, and 15 to wear heavy armor later.
