Can the 2014 Hexblade when combined with the 2024 Pact of the blade allow for two weapon fighting with two pact weapons that use Charisma instead of Strength or Dexterity? That way the two weapon fighting style can allow for +5 Charisma.
…perhaps the better… or more politically correct question is SHOULD it? Is it considered fair or in poor taste to use this?

Yes. It was always possible to use your Hex Warrior feature and your Pact of the Blade feature on two separate weapons. Nothing says they have to be the same weapon. The main reason it wasn't done much in the 2014 rules was because dual wielding was rather lackluster in that version.

Whether or not to take Pact of the Blade depends on your weapon of choice. Your Hex Warrior feature only works on "one weapon that you are proficient with and that lacks the two-handed property". This means it only works with one-handed or versatile weapons. Pact of the Blade works with all simple and martial melee weapons. So if you want something like a Greatsword or a Glaive, then you need Pact of the Blade.

Honestly this should be the default of pact of the blade. Let people choose either 2 one handed weapons or one two handed weapons. Given its now a bonus action they probably should just let you bind to any weapon not just magical ones even improvised weapons.
