I'm a new DM, and one of my players has been feverishly researching the new PHB. It appears that there isn't anything in the wizard description stating how they are able to aquire new spells through copying scrolls into their spellbooks. This players contention is that wizards only gain the two spells as they level up. Is this correct, or an oversight by the developers? Written elsewhere perhaps?
1DND playtest 7 mentions it in a sidebar for wizard. Playtest 5 has the scribe spell spell, and also mentions gaining new spells. Pretty much what it is now (5E.14)
The Scribe Spell spell in playtest did not make it to the new book. Thankfully.
Anyway, page 167 of the 2024 Player's Handbook has a sidebar for Expanding and Replacing A Spellbook. The rules for copying a spell into your spellbook are exactly the same as the 2014 Player's Handbook version.

Also going to add, regarding the "2 spells per level" bit, the revised versions of the subclasses in 2024: Abjurer, Evoker, Diviner, ant Illusionist all have an improved 'Savant' feature where whenever you gain access to a new spell slot level you gain a new spell of the relevant school for free as well. This totals 8 new spells by 17th level, in addition to the 2 per level.
