I need to buy a few goblin minis for an upcoming campaign, any recommendations on where I can find them for cheap? I only have about $20 to work with...

Yeah, for various reasons, I ended up giving away all of my miniatures around 10 years ago. It wasn't the largest collection, but I had a nice variety of adventurers and plenty of goblins & orcs.
I have regrets that I wasn't able to find a way to keep them, as the costs to replace are fairly horrific.
If you look around though, you can find decent multi-packs for stuff like goblins - I just ordered some of these at £20 for 12 goblins.
I also splashed out on heroforge miniatures for myself & my wife. :)
If you are willing to buy reaper miniatures, there are a lot of inexpensive goblins there. They are unpainted, but if you are willing to even just paint them green, it might work in a pinch until you decide if you want to paint them more.

Personally, I like the Pawns series that Paizo has put out. I switched from minis to pawns when I started DMing, and I couldn't go back. I just can't justify paying $10-$15 on a blind minis booster that has 4-6 minis in it, when I could pay around $20 and get about 100 pawns. Plus there's no painting, they're easier to transport and store and hang condition flags on.

Have you checked out the new minis from wizkidz.com ? I just bought some of their goblins and the looks good. I still need to unbox and paint them but even my daughters fell in love with the wretched little creatures.

For unpainted stuff. I have been hearing really good things about the new line of Nozlur's Marvelous Miniatures. Pre primed and ready to go. (Currently out of stock at miniaturemarket)
Also if you are interested in super cheap minis check out my youtube channel. I cover a lot of alternatives. No prepainted goblins come to mind however.
What I like most is making my own cardboard pawns. Find an image using google. Size that image using photoshop. Print the image then paste it to a piece of cardboard. I then use the bases from Pathfinder Bestiary Box (30+ bases for ~$10).
I'll parrot the Reaper plug. I have 12 from Reaper and I love the ugly little guys.
I saw Wizkids goblins at my local game store today. Unpainted and pre-primed, I think the goblins come 3 in a pack (might be wrong so don't quote me on that), for $4.00 so there's an option as well if you have a gaming store nearby.

Goblins are looking expensive these days. Wow...
Checked ebay and they're about $4 a piece. Checked coolstuffinc, same thing.
I have about 60 of these lil guys... never realized the price for minis went up so much.

I'd go to 5below and just buy poker chips if you got 20 bucks to use. A lil' masking tape and a marker to help you tag who's who and you're golden.
