Any ideas on a program I can use thats either web based or for Mac. I've tweaked a lot of maps for my campaign and I'd like to work from the images I've already created. Thanks
Thanks yeah, it looks like that might be what they used. I took a look at it and it seems kind of complicated. LOL I guess I'm hoping there some kind of a program where you can take a hi res jpg right click and add a pin that when you hover shows you a title and explodes to a text description. Its the writing code and how to get started part I'm a little clueless on.
Funny enough, I was just trying to solve this problem the other day. I want to make notes on certain areas and cities the party visits. The best that I've come up with so far is having a PDF and using Adobe Acrobat. In Acrobat you can leave stickies in certain spots to take notes on, you can also change the look of the stickies. I still don't like how it looks/feels but it seems like there's some functional potential.

The site you linked is pretty cool! Looks like they're created using Leaflet javascript libraries.

You could make the jpg the background in a onenote page. Then add text or hyperlink title over the spots, linking to a information page.
Edit Add:
Insert picture,
resize as desired,
right click and select make background,
change font color to something visible
Add name/text or make it a hyperlink to another page. Also could add additional info on the side of the map.
Hmmmmm Interesting I use evernote but I could probably try the same thing with that then share it with them.
Have you tried Realm Works? Uploading your maps as smart images allows you to do exactly what you want. The software is from Lone Wolf Development.
