When I mouse over Characters at the top of the main webage, a menu opens. Under that, I mouse down to Races and click.
That takes me to page that lists all the playable races.
Among those races is Bugbear. Bugbear says it is from Volo's Guide to Monsters.
When I manually go to Volo's Guide via the top menu bar > Compendium > Rules > Volo's Guilde to Monsters It does not lsit Bugbears anywhere, especially in Chapter 2, which is a list of playable races...
Am I doing something wrong?

Still not entirely finding how to build this race as a playable character. Same with tabaxi, triton, etc. any luck?
if you buy Volo's Guide (or any of the books where these races are reprinted such as Eberron: Rising from the Last War and the upcoming Theros book), they'll be selectable like any other player race.
