So in the description of Dhampir's bite it stated they are considered simple melee weapons. However they do not increase in die type for damage when a monk levels up. Even though a monk weapon is any simple weapon that does not have the two handed or heavy feature. If this is not intended to scale with monks ability, it isn't very clear on why it's considered a simple melee weapon.
Would blood hunters weapon ability also work for a Dhampir's bite? I believe it's blood maledict.
The damage die should go up with the Martial Arts die - because it would be considered a Monk weapon (simple weapon + proficient)* - but it won't let you swap to using your Dexterity modifier for the attack because the Vampiric Bite is a Constitution based attack and Martial Arts only lets you use your Dexterity modifier instead of Strength**.
The latter is probably the reason why they've made it so it doesn't work with Martial Arts at all.
Martial Arts
* You can roll a d4 in place of the normal damage of your unarmed strike or monk weapon. This die changes as you gain monk levels, as shown in the Martial Arts column of the Monk table.
** You can use Dexterity instead of Strength for the attack and damage rolls of your unarmed strikes and monk weapons.
Also for Blood Hunter I think you mean Crimson Rite - and that should work for Vampiric Bite.
See I understand why it doesn't allow you to use dex but it still seems odd that it doesn't go up in damage die at all. However I'm not quite sure how to submit it as a typo or a bug
By my reading the damage die should change as you level up. It doesn't. This is a bug.

This is a known issue. Right now, the tools don't support martial arts compatible attacks that are based on non-STR attributes. The developers will need to push a fix first.
