Like the title says. These two feats are not appearing as options in the feat list in the character creator using the content from the new phb. I made two characters with spellcasting at least level 4, a cleric and a wizard., so the feats should be available to them.
Go to the Feats section on your Character sheet. Click on Manage Feats. Click on the settings gear in the upper right corner and disable requirements. Then you should be able to see them on the General Feats List
