I created two different new characters with the 2024 character sheet but by using Custom Background. In both cases, I selected Perception as one of the skills with the other skill being something else (different both time). After character creation, both characters had three skills for which they were proficient (two by class, and one out of two for background). In both cases, Perception was not granted Proficiency.
