Minotaur as a race was first published in Guildmaster's Guide to Ravnica, and Ravnica is a Magic the Gathering world. With only one or two exceptions, races/subclasses/etc. are "behind" the toggles for the first source they were published in. This is not ideal, but it is the way it is.
While minotaurs are mentioned in Wayfinders Guide to Eberron--and even referred to as a player race there--neither Eberron book provides the mechanics/details of of Minotaur player race. Only the Ravnica and Theros books do.

I'm pretty sure if it has been printed in multiple sourcebooks, it would get turned on by any applicable toggles. Can't really test that though since CR, MTG, and eberron races don't overlap (unless I missed one).
So the reason MTG content need to be on to use content that had only been printed in an MTG sourcebook is because the content that has only been printed in an MTG sourcebook that you want to use is MTG content.

So anything first published in Guildmaster's Guide to Ravnica (or Mythic Odyssey of Theros) will be controlled by the Magic: the Gathering content toggle

Eberron is indeed it's own setting. It has not been put into MtG content.
However, if an option printed first in an MtG is later reprinted in the Eberron book, it'll still be under the MtG content toggle. As mentioned, the content group something falls under is determined by the book it was first printed in, with the exception of artificer that was moved from Eberron to core with the release of Tasha's

This content is shared with me and i can not access the Illusionist's Bracers. Is this a known issue? I saw that someone had this issue 5 years ago.
-is the character in question in the campaign where content is being shared?
-Is Magic the Gathering content turned on (red) on the Home page of the builder for this character?
-if both answers are yes, try syncing your entitlements (see link in my signature); if that doesn't work, have the person who turned on content sharing turn it off and back on again.
