2b. Or are you in the campaign with the user who made the homebrew spell?
2c. If 2b is yes, has that user published the spell, or is it private? If they have published it, do they have Content Sharing enabled in the campaign?
3. Is the spell assigned to the proper class and level to be available to your character?
4. Please post a link to your character so a moderator can check if nothing of the above solves the problem.
homebrew is enabled on the character as i can give him items just not the spell specifically made for him and his class, the homebrew was made be me (the dm) so is yes in my collection.

The reason that matters is that the '14 and '24 classes are different classes. A spell that's on the list for one won't show up for the other. The homebrew needs to be edited to add the other version of the class to the list of who can learn it.
(And possibly also you may need to turn on legacy and pick the correct class version for your game.)
I have several homebrew spells. Only one of them (Arcane Seal) is showing up for the wizard player in my game while the other two (Force Hammer and Shockwave) are not appearing as searchable.
Homebrew is clicked on.... I am going to try the part for making sure Legacy classes are picked in both.

It broke further as now i cant apply it to either my one character.

If it is for level 3 artificers, it is a level 1 spell right?
Just noting that's a 3rd level spell, which won't appear for a 3rd level Artificer.
Please reference the Artificer Table for spell progression - the Artificer needs to achieve at least 9th level to gain access to 3rd level spells.
