Basically what the title says. I want to but the class itself without the whole book, as I have for other races and classes in the past. Why is this the one class that it's not available for?
You can buy the Artificer stand alone without purchasing the entire book! Go to the Eberron: Rising from the Last War page on the Marketplace (https://www.dndbeyond.com/marketplace/source/eberron-rising-from-the-last-war) and scroll down to the section where the individual purchases can be made. The first thing you should see is the option to purchase the Artificer, or just an individual subclass for the Artificer (Alchemist, Battle Smith, and Artillerist). The Artificer comes with any individual subclass you purchase.

I'm not sure I understand? If you have purchased specific items, they should be unlocked for you and (assuming they are items that the artificer is able to use as infusions) should be available for such.
That isn't a bug - the Artificer class has a class feature "Infuse Item" that allows them to replicate some magic items, from the list given.
To be able to replicate a specific magic item, you need to have access to that item. Most of them are in the SRD/Basic Rules, so are fully available to all. Other items are in the Dungeon Master's Guide, or Eberron: Rising from the Last War.
Purchasing an Artificer subclass, does not automatically unlock all of the magic items that are on that list.
Ah, I replied to the wrong thread, but the user above me is having the issue after having already purchased the item. Here's their comment from another thread:
the eberron artificer, i purchased. It said the prosthetic and the propulsion arm were in the book itself as items, so I purchased the eberron rise from the last war item list, and yet, it is holding the items i want with the purchase of the whole book. its basically saying that I cant have the prosthetic item unless i purchase the book that includes chapter five. Which seems a bit crappy and dishonest since its an item
Presumably if you own the non-SRD items via a la carte purchasing, they should be selectable from the infusions menu?
Did this change? I don’t even see Subclasses listed on that page anymore. Magic Items, Races, Subraces, Compendium Content and nothing in the drop downs for subclasses. Wish you could just buy these things from the info pages that talk about them instead of diving into lists from each book.

I believe artificers have been moved to Tasha's Cauldron of Everything section. With TCOE being released, artificers are no longer considered to be a class strictly from the Eberron setting. TCOE is settings neutral, so anything in allowed in TCOE should be allowed in any setting from a lore perspective.

The Artificer class is included for FREE when you purchase any of the Artificer subclasses.

They might be referring to replicate magic item choices for items located outside the SRD, for example the Arcana Propulsion Arm found in Rising.

I purchased the artificer class from eberron rise, and the item list, but its saying i need to buy the whole book for the arm items
That sounds like a bug, they're still working out the kinks. If you own the class and the items, you should be able to make the infusion.
