Ray of Sickness wasn't listed when I tried to make a homebrew item.
Does what you say apply to my case as well?
Please don’t necro 3 year old threads. Things have changed considerably since the OP. Non SRD content is available now, but must be purchased or accessed through content sharing in a campaign. So if you want to use Ray of Sickness in a homebrew item (or on a character sheet), you need to purchase it. You don’t have to purchase the entire PHB here, though, you can just purchase that spell if that’s all you need. If the homebrew you are creating is just for your own use, you could also homebrew the spell if you don’t want to pay;
EDIT for clarification: for homebrew, you must actually have purchased the spell here; access through content sharing does not give you access in the homebrew editor, just the character sheet of characters in the campaign where content sharing has been turned on.

Only spells on the SRD are present at this time.
