I’m trying to build a Fallen Aasimar Ranger. But, the options for some of the Ranger archetypes are not available in the character builder. (Like Gloom Stalker, Beast Master, Monster Slayer and Horizon Walker) Nor is the option for a Fallen Aasimar. Is there something I’m missing?

The feature/subclass/race you are referring to is not part of the D&D 5th edition SRD and will need to be unlocked from the marketplace before you can use it on D&D Beyond.
You may also purchase individual races, subclasses, feats & magic items from the marketplace - should you later wish to purchase the sourcebook that they came from, any such individual purchases are fully discounted from the price of the sourcebook. You are also welcome to create your own content using the D&D Beyond homebrew tools.
I have access to all of the sourcebooks via my campaign leader. He has the Master Tier subscription level. I was a free to play player, but I upgraded today to the heroic tier.

You have to make the character in the campaign that has the content sharing. You can move it out afterwords.

Hi, that is what I’m doing. Inside the campaign, I am creating characters to try new ideas out, thoughts etc... there are a lot of options on different races and classes that are missing or different from what’s available in the character descriptions
Please clarify with your Dungeon Master that they (or someone else in the campaign) has the books in question here. The Master Tier subscription on its own does not give access to all content. If they do, ask them to turn campaign sharing off and then back on again.
I purchased the players handbook digitally from D&D beyond through my pc, but when I try to character build through my phone all the options aren’t showing up. Any help would be nice.
Okay, the problem has been remedied. The issue was my character relations needed to be in a campaign from the person with the Master tier. I was in a campaign already but each campaign has a limit of 1 character. So, we set up another campaign, added me to it, and it will allow me to play around with different builds. I can’t keep more than one character I create in the campaign. But I can export them the keep track of them.

Gloom Stalker was in Xanathar’s Guide. You have to either buy that book or at least that subclass from it. (It’s well worth it, got as much as PHB or Tasha’s including better rules for crafting both Magic and mundane items. Is very good.)
What about Barbarian: Path of Wild Magic, and the Smuggler Background? I can't find anywhere to purchase them. When I click on the search results, I can read all about them yet can't purchase them. (I already have the PH at least). So where did they go, and why can't I use them in my character builder?

D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.
Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.

On your phone tap your picture in the upper right hand corner then “My account” and see if your purchases are synced.

The Gloom Stalker isn't found in either of those books. It's instead found in Xanathar's Guide to Everything
