Did you purchase the PHB or the PHB (compendium only content?) - was it a purchase done by your account or is it available through campaign sharing. Depending on the specifics I can offer some basic troubleshooting to see what might have it not show.
You're missing Hail of thorns from the spell list :) Unless my computer's a fluke.
Hail of Thorns is not in the SRD (The 5e basic rules released for free) so it won't be added yet
but it is in the PHB which if we buy that shouldn't we get Hail of Thorns?
