I have a player in one of my campaigns trying to be a circle of the stars druid, and the PHB, DMG, and everything for 5th edition says that a 2nd level should be able to choose their druidic circle. However, the druidic circle option (which I am assuming is listed under the druidic subclass as that's the only similar thing showing up in the available at higher levels section) is not available for this player until level 3.
Your player has likely picked the 2024 druid base class which now gets its subclass at 3rd level and is limited to one subclass under the 2024 free rules. More can be unlocked with the purchase of the 2024 PHB.
If you want your player to be able to select a druid subclass at level 2 they'll need to remove their current druid class and add the 'Legacy' 2014 version of the class. The same restrictions to subclasses apply unless you've purchased the 2014 PHB.
On the 2nd image you can see I've shrunk the 'Core Rules' which are now the 2024 rules by default and left the lower '204 Core Rules' expanded - your player should add druid from there.
So, the only thing they have access to should be the Homebrew, Expanded Rules and 2014 Core Rule Book. Why would the 2024 rules be in effect for the class when they aren't currently selected?
What particular things are you seeing/having issue with?
Some things have been renamed (Inspiration is now Heroic Inspiration) but that doesn't change much.
All 12 2024 classes and 1 subclass of each is provided for free as part of the 2024 Free Rules section - it can't be turned off. You simply choose a 2014 (Legacy) class.
As mentioned in the first post, what we are seeing is that at a level 2 (even though we have only selected to use the homebrew, expanded rules and 2014 core rules book) we cannot access the druidic circle aspect of the class. It's buried in the available at higher levels. Doesn't seem like there is any options to go back to the 5e druid class at all, so we cannot fix t that way either.
The point was to play with 5e rules, but the system is not letting us.
There is no way to prevent the 2024 things showing.
If you have the 2014 rules enabled then when you choose a class you will see both 2014 and 2024 versions of classes. The 2024 will be Core Rules and the 2014 Legacy versions will be further down.
Your player chose the 2024 Core Rules version of Druid.

There definitely isn't any way to select the 2014 druid class in the builder that we are seeing. Maybe it's the method of character creation, or something else, but the moment we enter the character builder, all it lists is the class to select from the basic classes, and it doesn't seem to matter whether the 2014 core rules are enabled or not because it doesn't change whether druidic circle is available or not. When you say that my player chose the 2024 druid, that isn't true when there isn't any option to specify 2024 or 2014 druid at all. The moment you begin character creation it never offers the option of any other core rules class specifically, it just offers the source material settings and as mentioned, this does not seem to effect the druidic circle.
And while 2024 is technically still 5e, the rules are still changed. It's basically like 3e is to 3.5e. We just both had expectations for the character skills and abilities that we should be able to choose.
It's the same on both devices from what I can see.
First if the player already has a class selected (the 2024 druid in this case we're guessing) make a note of the choices you've made and then hit the red 'X' next to the character level:
Under the 'HOME' tab during character creation make sure 2014 core rules are ticked:
Next head to 'CLASS and click 'Collapse All' and you should see the '2014 Core Rules' section which you can click on to expand:
Finally expand '2014 Core Rules' and choose Druid (2014):
Ok, obviously this means that I have to do it through the full character creation then and not the quick character design (doesn't seem like there is this option through that...?)
By quick character creator I'm not 100% sure what you're talking about? I assume you/your players grabbed a pre-made character or used the quick builder? If that's the case you'll need to edit the character as above which you can access on desktop/mobile by hitting the 'Manage' button by your characters name:

Are you doing this on mobile or desktop? I'll get some screenshots to help. I thought I put some in Post #2 but it didn't work apparently.
