You can use any homebrew in your collection (including private homebrew) in any characters you create that have homebrew enabled. Others can only use the homebrew in your collection (including private homebrew) in characters that share a campaign with you that has content sharing enabled. I believe if you remove a private homebrew item from your collection, you can still use it for your characters but it will not be shared in campaigns.
As long as you don't publish the race there should be no copyright issue. If you want to publish it I am not sure.

A copy, even a partial copy, is a violation of the Homebrew Rules. That is why it can't be published. You can share homebrew items with the campaign management, without passing through approval.

If content sharing is enabled on your campaign by anyone with a master tier subscription, any homebrew items you create and don't remove from your collection will be shareable to the other players in the campaign, and usable on character sheets in the campaign, they don't need to be published this way.
Is there a way to dump a homebrew creation as some kind of formatted text and then upload as such? In case I want to share a creation, not publicly, with someone who is not in my campaign?

I just tested and I don't find this to be the case for me.
I created a standard magic item (actually a COPY of a ring of protection) and left it called COPY_OF_Ring of Protection.
I then checked on another test account, that has zero moderator privileges and no purchases, but has a character in a campaign that I have set-up.
On the character that is in the campaign, I was able to see and add the COPY_OF_Ring of Protection.
Could you give us more details about the issue? When you say that your players can't "see the content" - what is it they are trying to do? Are they searching for the content in the homebrew items? It should be directly visible via the character sheet of a character that is in your shared campaign.
Is there any talk of being able to make full homebrew classes?
Homebrew subclasses are expected "soon." Homebrew classes are not currently planned due to the extreme complexity of building a full class from scratch. If I remember correctly, Badeye has said they might consider it in the (rather distant) future. What is more likely (but without any eta) is that Curse Staff may identify the most popular 3rd party classes and develop them as classes on DDB (as they did with BloodHunter).

I wanted to design a Cha-based weapon that is a glaive+2d8 fire damage, but I can't because magic items dont allow u to change the ability score it's based on (or even add finesse and the like). So, I thought of manually adding a custom attack, but the custom attack can't be made with 2 different types of dice. What to do?

That is done directly in the Attack section of the sheet, not by modifying the base item, which is not possible.
Go to the Attack section, select your attack and then Customize.

yes, but in the Customize, I cannot have 2 damage types at the same time (nor 2 different size dice)
