Much has been released already about the 2024 PHB but I haven't seen anything about languages yet. Perhaps I've missed it. Are languages attached to backgrounds, species/races or have they been cast aside? Cheers in advance.
Languages in 2024 are chosen together with a background and the species, so they're not specifically tied to either. Some exceptions off the top of my head: druids and rogues continue to get their respective special languages as part of their level 1 features.
Languages are separated into two categories, as before; standard languages (as in 2014; new: draconic and common sign language) and rare languages (corresponding to "exotic languages" in 2014; new: druidic and thieves' cant, removed: draconic).
There was a bit of confusion in the article about character creation: it said that you gained two languages, but then gave the example character three. (Perhaps they meant that you gained two in addition to Common?) (The playtest gave three languages, including Common.)
Is there anything new in the 2024 rules about learning new languages during, say, downtime -- or is Xanathar's Guide the only source to talk about that? It would be really nice to have some of my existing characters pick up CSL (common sign language).
I'm surprised drow handspeak didn't make the cut also.

If anyone (like me) wonders where the languages rules are in the PHB 2024 it's not in the orgines chapter (because it would make sense), it's not in the glossary either (because it would make sense also). it's only in the chapter 2 creating a character => step 2 Determine origines (which makes sense also). If anyone in Dnd beyond read this, coul you consider adding a ligne in the glossaries or in the origines chapter?
I find the Languages to be frustrating on new 24 characters, but I think that is mainly because everything is defaulting to the free rules instead of purchased content, but Drow unable to choose Underdark as a language is problematic. Similar to Elves not being able to pick up Sylvan without Legacy support.

The character creation section pretty clearly explains that everyone starts with Common and two other languages (with more potentially coming from classes, feats, and/or DM fiat). What I'd like to know is what the rules are, now, for learning a new language in downtime. I presume that'll get covered in the upcoming DMG?

They showed up as picks for your background when you were going through the builder? Because last I looked it only allowed you to pick the Common languages.
Interesting change is that you only select from the Standard Languages list now: the rare languages are presumably only accessible to learn later. From the PHB, the only way of learning new languages presented is from class features: Thieves Cant for Rogues, Druidic for Druids and two languages from Deft Explorer for the Ranger. (Linguist feat is no longer in the PHB.)
Hopefully the DMG will give rules for gaining new skill, tool and language proficiencies.
