I think it's humans. I haven't exactly worked myself through everything yet, but the background feats for humans - to me - make them more magical than all others. I made a fighter with firebolt, minor illusion and absorb elements. Who can match that? That's retorical, because no other race can (although, as mentioned, I've not been through everything, by a long stretch).
Of course by taking that background, I also rob myself of Savage Attacker. But I can live with that.

To me the
raceSpecies most magical is the Elf and Gnome with more access to spells.There are no races in 5e’24, only species.

We could also throw in Aasimar and Tiefling
How about the Tiefling? I think they get two cantrips, plus first and second level spells.
They are still races. I seriously doubt that terminology is going to disappear for the next 20 years.
Tiefling, elves, assimar, Goliaths, gnomes. Almost every race in the game is magical to some degree.
Which Species is most magical?
All of them.
Which has the most magic...most.
Elf - Drow & High elf, lots of spells granted
Assimar - lots of spell like abilities
Dragonborn- lots of draconic spell like abilities
Gnomes - just yeah
Goliath - supernatural superstars
Tieflings - better than elves in every way.
