I know there was a lot of noise about the 2024 rules being enforced and Wizards is now going the route of Legacy and new in terms of if a party wants to toggle the rules on or off. But I have a few questions that I can't find answers to.
1) Will DnD beyond allow parties to select which specific rules from 2024 they want to apply to the campaign? I am not 100% I will be moving across at all at the moment but i may want to lift things, for instance the new rule healing spells. and apply them to my legacy campaign. Am i right in thinking I will still need to create homebrew versions of the new spells etc I can't juts decide which i use
2) can I lock an entire campaign down to the version of the rules being used, or will I as DM have to manually check that a player is using the right version in DnD beyond for the game I am running
If it will be a binary choice then The release of the new game and the way I run my games probably means that we will move away from DnD beyond and back to 100% at the table pen and paper management, I can then simply direct my players as to what new material is allowed.
I don’t think you will be able to pick and choose what you want. It will either be 2014 or 2024. As you said, you could do homebrew versions if you stick with 2014. Or when the time to heal comes just tell the player to roll the extra die.
And I think each player would have to be using the version you want, you can’t lock them down. I don’t know if you can have a campaign set with 2014 rules and create characters in there for the players to use. Like if Player A wants to play a fighter, you could make a 1st level fighter that they can select and then use the builder on. I’m not that familiar with it though. But you may have to check each character individually.

Beyond is not even able to select which 2014 rules to apply to a campaign (no way to choose what kind of initiative, rest variant, etc.), and a lot of such rules do not interact with the character sheet in any meaningful way.
If you can be more specific, I can test things out for you. But as is, the current character sheet is the same as old character sheet. The only difference is the slight change in character creation order, a few mechanical terms have been updated (Inspiration > Heroic Inspiration), and 2024 options in dropdown menus being the default (i.e.: you cannot get rid of them).

If you mean you want players to only have access to Legacy content, that is not possible. Players will always have access to 2024 stuff in the drop down menus, with optional access to Legacy if they turn on the Legacy toggle.
You won't be able to pick and choose. And as a DM you will have to check your players characters if you want to make sure they are using the correct rules. There is no way to prevent them from selecting anything they or you own.
