Will it have an open ecosystem where creators will be able to upload and use their own 3D models and tilesets or will it be more of a closed ecosystem where you will only be able to purchase and use Hasbro created and approved assets?
It is a 3D virtual tabletop built to be connected to D&DBeyond.
The idea is Wizards doesn't want anyone out of its product ecosystem. Why go to Roll20 or Foundry or something when there is an in-house VTT that's compatible with all the virtual dice and miniatures Wizards is selling https://routerlogin.uno/ you, right?
There's not a lot that's been officially confirmed either way so we're largely going on educated guesses and reading into what has been said in things like the D&D Direct. They did mention it was designed to use other systems than D&D (Bob World Builder in a recent video said one of the developers he spoke to at GenCon has been using it for a GURPS home game) and they also spoke about being able to share between creators, although whether that is free sharing similar to the home brew here or a market place remains to be seen. I also find it hard to believe DDB would be selling giant Optimus Prime minis so the one shown on the Direct video would indicate to me there's some degree of home brewing assets that will be possible
They did specifically mention importing things like tokens for your characters, iirc. I think in 2 or 3 d. I think 2d maps as well

And as cunning smile said, you definitely don’t need to use D&D rules. You move tokens around and roll dice, but what the rolls mean is up to you. Like, I think it will do the math if you use a dndbeyond character sheet and say your d20 roll of a 12 and your +6 to hit so you got an 18, but it won’t tell you if that 18 is a hit or not.
My suspicion, based on the demo emphasizing importing 2d tokens and maps, is that 3d assets like terrain and minis will be tied into WotC's ecosystem.
That might just be an issue of effort. While I'm sure selling 3d models is a large part of their plan for how to make money off of Project Sigil, I suspect they haven't even decided exactly what they're going to allow. It wouldn't surprise me if they wind up with a creator marketplace where people can sell their models to other players.

I'm curious about this too. I was thinking of building my current campaign's Wood Elf village in it, but the center of the village is what looks like a hollowed out willow tree, with lowing flowers growing off the branches, and vines tangled about the leaves and such. The tree is actually a tavern. So it's got a round wooden door like that of a Hobbit hole and instead of windows it's got cracks in the "trunk's" bark.
So how would I place that in my village? Certainly such a thing can be commissioned from a 3D artist, but would it be possible to import it? One can only hope.

We won't know if/until it happens, but I would look at Dungeon Master's Guild for the most recent example of something moderately equivalent.
