For damage piercer is better where for zone/control slasher is better. So depends on what you prefer. A 'sword and board' type character probably prefers control.

If you're talking about Relentless Avenger, then the creature is attacking you, so control would be less meaningful than damage based on the reaction attack but on your turn, hitting creatures with a -10 foot and potentially multiple creatures can also be helpful to the part. However if you mix Relentless Avenger that with the sentinel feat and stand next to a ally with a good amount of HP&AC, then you'd probably prefer the slasher option.
Relentless Avenger reduces the fleeing target's speed to 0. That means any creature within your zone of control either has to remain in your area (so their Speed is effectively limited) or provoke an Attack of Opportunity (and if it hits, they lose all of their Speed). Sap also imposes Disadvantage.
So if you're in one-on-one, those effects aren't going to stack. If you hit them with your AoO, your Slasher is wasted in that instance. The only time your feat will be if you hit them during your normal attack then miss your AoO (or you're unable to use it for whatever reason). Slasher might also be useful if you're fighting multiple opponents - you could hit opponents #1 & #2, reducing their Speed by 10ft each, then hit opponent #3 with your AoO, slowing two opponents down and locking the third down.
That's not going to be never by any means, but you will find that your Slasher will be useless quite often. Remember that half of it will always be redundant due to Sap because what Enhanced Critical does for crits is what Sap does for every hit.
Personally, I'd lean towards Piercer. It will almost always be relevant and will stack. Sure, you won't be able to slow down three enemies in a single turn, but the main use of slowing them down is so you can catch them again - which isn't going to work well when you're up against three different targets. Unless they just happen to be the right distance from their target that they take an extra turn to get there, it won't make any difference anyway. However, with Piercer, your average damage will go up and if you get a crit, your damage will go up even more. That means if they do catch the guy you're trying to hold them back from, they'll be easier to kill off, thus making it easier to actually protect them.
