It's an easy home brew, just make any spell with Earth in the name be sand, so Mold Earth, molds sand instead; Move Earth already specifies that it affects sand anyway. You could even make a spell like stoneskin, appear like the character is covered in a thick layer of sand, which provides the resistances supplied by that spell. Not sure if there are enough spells to dedicate towards it but at this point it doesn't even need making custom/home brew spells, it's just home brewing how the effects appear to instead being due to sand.

1st level: Earth Tremor, could make a case for a quicksand-based Entangle too (if you start as a wizard, you could pick this up from the Druid's spell list with Magic Initiate.)
3rd level: Wall of Sand (note, this one is wizard-only)
4th level: Summon Elemental (earth), you could ask the DM to let you reflavor the new version of Conjure Minor Elementals as dealing slashing damage or use the 2014 version of the spell to summon 4 Dust Mephits.
5th level: Transmute Rock and flavor the Rock to Mud option into quicksand (which the Mud to Rock option actually allows, not sure why it only goes one way.)
Don't even worry about the mechanics being 'sand-based'. Pick the caster class that makes the most sense for your concept, and reflavor spells as necessary. Your warlock's "eldritch blast" becomes a blast of scouring sand (and Repelling Blast on it makes plenty of sense), or your druid's "thorn whip" becomes a sand fist that grabs and drags creatures closer, etc

My first thought was Cloud of Daggers reskinned. A torrent of spinning daggers shaped from sand or something like that.
