I am trying to make a half silver dragon/half human character, however as there is no official half dragon race, I am going to have to go human draconic sorcerer and then multiclass into the actual class that I want the character to be.
I also decided to go variant human. That would make the character:
Variant Human + 1 DEX, +1 INT + Elemental Adept (cold). Draconic Sorcerer 1, with silver dragon ancestor - Rogue 19, Arcane Trickster.
In your opinion, how effective would this multiclass be?

What about trying a Dragonborn Draconic Sorcerer and... well, give up this multi-classing stuff for a while. Not every character has to optimized or min/maxed to death. It's ok to just play a single class character and have lots of fun, really, it is.
Try this homebrewed race and see if it might work for you. This site is amazing for the sheer amount of user content. I'm sure if this doesn't work there is one that would.
That combo should be fine, if you didn't mind going a little less caster, think swashbuckler gets good synergy with the required charisma for multiclassing out of sorc. Alternately I would personally make a dragonborn rogue and rp as half dragon. That option also opens up the dragonborn racial feats if you want a growing draconic influence.
Try this homebrewed race and see if it might work for you. This site is amazing for the sheer amount of user content. I'm sure if this doesn't work there is one that would.

I was thinking that she would be more Arcane Trickster and be getting the majority of her casting abilities from there, rather than from being a sorcerer.

Since this combo would grow out of actually using cold cantrips pretty quick - cannot get a sneak attack off them - you likely won't get much mileage from the sorcerer level or Elemental Adept... basically just the flavor and natural armor.
Would you consider bard instead of rogue?
You wouldn't have to be a life-of-the-party kind of bard, given you'll have enhanced cold attack cantrips from your sorcerer level (no Vicious Mockery required) & being an erudite College of Lore bard will help you pick up the biggest cold spells to continue being a full-time spell-slinger.
Should just make a Silver Dragonborn Arcane Trickster Rogue. If the Sorcerer part is just there to get the half dragon feel then you might as well just switch to dragonborn.
Isn't there a half-dragon monster template you could use? I don't know how well it would work as a character sheet but it may be an option.
The official half dragon template from the MM is really powerful for a PC. It's okay for an NPC, but it's just too OP for a PC.

Item's - Sashelas' Spear, Thunder Beads, Diadem of the Owl, Bag of Stasis
Race - Fey-Touched
Subclass - Circle of Vitality
Monsters - Blood Bear
Spell - Arcbolt
