Will the content available in the Wayfinders Guide to Ebberon be fully present in the new Rising from the Last War campaign sourcebook, or will purchasing both be necessary to have access to all of the official material?
Nobody has Official Confirmation(C) yet of that answer one way or another. Odds are looking pretty high, however, that Wayfarer's Guide will be reprinted entirely in Rising and there will be no need or reason to own Wayfarer's Guide once Rising goes live.
Of what they have revealed, rising contains all of the mechanical stuff that's in the wayfarer's guide with the possible exception of one artificer subclass. Wayfarer's guide will have one subclass, rising will have three. Given that all the rest of the mechanical stuff is being reproduced, it seems likely that the subclass in wayfarer's will also be in rising, but they could surprise us.
As for the rest of the material, they claimed a while ago that there would be enough unique material in each to make it worthwhile to buy both. The lack of unique mechanical material in wayfarer's makes this suspect, but it may still be true, at least for the people that are more interested in lore than the mechanics.

We won't know until it comes out. At the very least, WGtE should have some setting info and lore that will not be present in RftL.
