So, could a Lizardfolk and Warforged Multirace be viable in a campaign, or not? I'm curious
Basically, you have three options. 1. Use Custom Lineage, with the provided stats, and flavor it as a Lizardfolk/Warforged hybrid as MidnightPlat mentioned. That’s what Custom Lineage was designed for. 2. Select Warforged as your race, with the provided stats, and flavor it as a Lizardfolk/Warforged hybrid. 3. Select Lizardfolk as your race, with the provided stats, and flavor it as a Lizardfolk/Warforged hybrid.
If the race has Customize Your Origin optional features in the builder, you can use that if it gets you closer to what you are going for, but it’s pretty limited. And I don’t know if those races have any options.
Well, I guess there is always a 4th, and that is homebrew the race with DM permission. But 1-3 are RAW just with flavoring added in.
The last text of the box for custom lineage: Your race is considered to be a Custom Lineage for any game feature that requires a certain race, such as elf or dwarf.
He also says that you can use custom origin to qualify for racial feats but it only allows you to move racial bonuses and skills/proficiencies
That’s correct. Custom Lineage and Customizing Your Origin are two different things. CL is a race in and of itself and does NOT allow for racial feats. Customizing Your Origin is just pick a race then move ASI’s, Proficiencies, etc. and you CAN choose racial feats as you are actually that race.

Jeremy Crawford, Ultimate Arbitor of D&D, is clear - Custom Lineage is a race, and as such disqualifies it from e.g. Elven Accuracy etc.
