I’m trying to make a Fairy character and it’s not showing up as a race. Do I need to buy the book to get the races from it?
Yes, you need to own the book, or be in a campaign where the GM subscribes and owns the book.

It doesn't have to be the GM. Any participant can own the book and any other participant with a Master subscription can activate the sharing.
