Because they had a deadline and could write a sidebar faster than they could add new sections to the Bestiary and Draconomicon, presumably.

I think it's like the drow, "the lore doesn't matter because it doesn't fit the now, darling" Edna Mode style. It's occasionally an okay approach (see the Obelisks), but other times it's less advisable.

Metallic dragons from Toril with a Feign Death breath weapon. Many of them lived incognito in mortal society. They’re apparently related to the Greyhawk dragons of Greyhawk, but idek that till I read the sidebar.
