I still think you're missing a trick by not offering a higher priced subscription that includes all core content. I'd gladly pay $10 a month to be able to make characters for my players using any core content. The 4e digital tools had the perfect format.

Also, are Hero Tiers no longer freeing up slots then?
Edit: Am I also reading correctly that these slots are Player/Account based and not character based? So someone in a campaign could have 50+ characters utilizing the content sharing if they were a subscription tier themselves.

Hero Tier subscriptions no longer affect the content sharing for the Master Tier since we have drastically opened up its sharing capability (i.e. up to 36 people could share content with one subscription).

You can have up to 12 characters in a campaign. You can toggle on content sharing for up to 3 campaigns.
That could be be up to 36 characters and 36 players, or it could be 36 characters and 12 players (if those 12 players each played 3 characters). Those players in those 3 campaigns (whether there are 36 or 12 or them), can use all the content from ALL players for their characters in those campaigns (all 36 characters), and they can view that content in the compendium pages (the digital format of the book) or spells, items, monsters listings without restriction.
Basically, we're letting you share all the unlocked content for an entire group (or more than one group) with a large number of players/ characters for only $5.99/ month.

What you describe should work. In the end, we're giving far more flexibility (and number of players/ characters) than what was originally shared.
We'll keep an eye on demand for adding additional campaigns in the future if needed.

Your players can still create as many characters as they want (within the limits of their account status).
They have to actually designate a specific character or characters to belong to a campaign. The DM can always deactivate characters from a campaign if they don't want them taking up one of the 12 slots in that campaign.
