I think it's best to get the two of you well away from here, the twins know your faces, and they were getting suspicious. If they see either of you again, I imagine they'll have questions."

As Morc the Orc looks at the breakwater, he realizes that to follow Vovia out on it to the harbourmaster's office will leave him exposed. Other than the edges of the breakwater itself, there's no where for him to hide, and there's no one else on the breakwater. If Vovia looked back she would see a single person, Morc, following her.
The first set of docks would get him within about 60' of the harbourmaster's office, though whether he could hear or not would be questionable from there depending on how loudly any conversation is.
Ethel agrees with Jan’s plan. She is fine going back to the inn. The others can deliver the ring and collect their ‘payment’.

Ava looks to Ethel and Jan and frowns. She would have rather stuck around in case things got sticky with the twins. But she acquiesces. "Yeah, sure. I'm sure the two of you can handle yourselves. If you're not back in 2 hours, I'm coming looking for you."
From Morc's vantage point he can see Ula and Hammerdasher over at the Wish with Bigge. All of the repair supplies appear to be on board. Otherwise the only other people Morc recognizes are the twins. There's no sign of the others.
Vovia eventually makes her way to the office of the harbourmaster, pauses for a moment, then bangs on the door. It opens, but from his vantage point he can't see who opened it but he can make a pretty good guess who. There's a long pause as Vovia just stands there, then she says something that Morc can't hear. More conversation, and then Highhead steps out of the office, looking as sheepish as a large orc can.
Vovia points back at her office on the other side of the port and Morc can hear her voice rising.
Highhead shakes his head and holds his hands up almost as if he's surrendering. He and Vovia start moving back towards the main road.
((Jan would have escorted Ava and Ethel, within the shroud of silence, at least to where they'd have a path to the inn that doesn't put them in view of the docks. She'll recall K, and take the ring from them for now (sandwich is K's if they want it), and send him invisible to keep tabs on the twins from up above. She'll change her face to that of a young man, and pull out her small book and find a bench or barrel to sit upon and pretend to read while observing via K's senses. Besides trying to get tabs on the twins, she's also looking out for Marrin or "Missy".))

Reed pops back up from downstairs and waves at the group.
"No noise and a lot of stairs," Reed says. "I didn't get too far. It starts to twist and turn a bit. But there is a busted up lab that I'm sure Virro will be interested in. Otherwise no big baddies waiting to jump out at us so far."
Morc notices that 'they're' not yelling. Only Vovia appears to be. Highhead looks a bit sheepish about the whole encounter. But neither Morc nor Sailor-Jan know whether Highhead has confessed to his involvement or not.
The pair are soon joined by Vovia's twin and the trio now start moving through the docks, looking at everyone carefully. Highhead looks at Morc but after a first glance he doesn't waste more time.
K' only observes at Highhead, Vovia and the sister are seriously looking for someone or something and are grilling every sailor they come across. The sister goes to the other side of the port and starts working back towards Highhead and Vovia. They're out of earshot of Morc now. While he couldn't swear it, Morc gets the impression that Highhead looks happy to be near Vovia.
At the rate they're going, the search could go on for hours.

Back at the inn, when Avaria and Ethel get there, they find Tas Lighthair and her companions getting ready to leave. Tas sees Avaria and waves before coming over.
"We're getting ready to leave. The offer still stands. We could use some support out there," Tas says.
It's a mishmash of accusations and questions, good cop, bad cop interrogations. Most of the stevedores are respectful of Vovia. The sailors require a bit of intimidation to voluntarily share anything. Overall it appears that they may be looking for people that fit Avaria and Ethel's descriptions. One sailor does eventually point towards the Wish. Maybe they saw the group arrive the day before.
"Well, damnit.", Jan mutters. It doesn't look like their timeline will lend itself to getting the info from Highhead before they leave, if they aren't going to delay until he tours the docks with the sisters.
She recalls K'oshash and takes the ring from them.
<K'oshash, could you see if you can get into Mister Highhead's office?>
She'll tear a page from her book and jot a note to him, folding it around the ring when it dries and addressing it to him.

K happily carries out their mission, providing Sailor-Jan with images of the front door left slightly ajar, and the ring and note left in the middle of the open book that Highhead had been reading when they first met him. They're able to get in and out without any trouble.
Jan will assume a new face and depart, leaving K invisible outside Highhead's office with visual on the book and ring, to confirm he receives it and to report back to her once he does.

Ava waves back at Tas and walks over to greet her. "Well, we are getting horses as we are in a bit of a hurry and then heading North about halfway through your journey. Not sure if you'd be alright with us ditching you halfway? I would enjoy your company for sure, but we have a mission."

He after a few minutes he grunts before standing and heads back to Jenny's, saying to Ula as he goes by, in Marrin's voice,
"Hey Ula, job's a wash. Time to go."
He'll move off to loiter while she, hopefully, moves on from the Wish.
