"Well, we can't actually keep an eye on the 'Strong Room' from here," Zeds notes and he waits until he thinks he'll have a moment or three unnoticed to work on the dutch doors. They're locked but hopefully his skill with his lucky lock picks will quickly solve that problem and he can slip inside unnoticed? BUT first... He gets Serge's or Ixsas' attention and asks one of them to go knock/bang on the door a bit to make sure nobody is in there first. Nothing more embarrassing than to sneak into a room full of people. So after someone tries to get a response from someone inside, Zeds will wait a decent amount of time and then go try the locks...

If that is successful, then Zeds attempts to stealthily sneak inside unnoticed...
The kobold nods and stands close to Zeds. Krackle would attempt to help Zeds as he picks the lock and sneaks inside... keeping lookout and assisting with the making a distraction if needed.

Given Ixsas's perception skill, do you want his help either in searching rooms 3 and 4 or in keeping watch? If not, then Ixsas can be the one to distract the guards. His plan was to give a fiery sermon, possibly even using some oil to start a blazing fire in area 1. He figured that that would get the guards' attention away from the door to area 3 for a minute!))

Either more tired from the road than he realized, or a bit too quick on his sips from that bottle of dwarven whiskey, Serge wakes with a start to find that night has fallen.
He rises, shaking away the grog and walks off to find the others, or if they have retired for the night, then to find a proper bed.
[I'm Imagining that a disoriented and not-clued-in Serge is descending from the dining hall into the middle of whatever is unfolding downstairs.]

After Ixsas receives no answer from the door to room 3, he talks briefly to Zeds. He touches his holy symbol and mutters words of magic as he touches Zeds's arm. He says, "Kossuth sent me north to thwart this cult, but we must discover where they're taking the stolen goods. I trust your fast hands and quiet feet, but Kossuth with Light the way and reveal what you may miss. See what you can find, but be careful my friend." Ixsas casts Enhance Ability on Zeds, giving him "Owl's Wisdom" to boost his WIS checks.
Ixsas then turns from the locked door, looking a bit agitated. He's nervous about dealing with the guards by the well, but perhaps it just looks like he's frustrated that the store is closed for the night. Ixsas returns briefly to his room to get a few things from his backpack: a flask of oil and a candle. Here's what he tries to do to create a distraction for Zeds, if he's not interrupted.
Ixsas casts Light on a copper piece and then puts it in his pouch.
Ixsas lights the candle.
Ixsas leaves his room and returns to area 1.
Ixsas walks under the balcony (west from their room), past the stairs and then to the south, carrying his candle.
Ixsas emerges from under the balcony to walk toward the well from the west. As he approaches the well, he says, "Greetings. How goes the watch?"
But not waiting for an answer, Ixsas says, "I would like to share with you the teachings of Kossuth, the Fire Lord!", as he reaches into his pouch and drops the coin with Light near the base of the well on the northwest side of it. Ixsas should now have strong lighting from his feet, and he hopes that the light will be distracting to the guards and that the well will cast a shadow that puts the door to area 3 in relative darkness.
Ixsas casts Thaumaturgy to make his candle appear brighter and to turn a dark crimson color.
Then Ixsas starts to extol the virtues of worshiping the Lord of Light, especially for watchmen! "Kossuth's Light reveals all! In each moment the fire rages, it will burn away a hundred veils! The night is long and dark, but at dawn, Kossuth banishes the darkness and brings light to the world. So it has been, and so it will be on the Last Day! And Kossuth lends us his light so that we may pierce the darkness. Praise Kossuth!"
Ixsas could carry on like this for quite some time. He definitely wants to keep his proselytizing going for at least a few minutes, long enough for Zeds to get into room 3. But if the guards don't get too aggressive, he'll continue haranguing them for 30 minutes or more. He only stops when he notices that Zeds has returned to area 1, the guards drive him away, or something urgent happens (Zeds calls for help, etc.).

Seeing the light show of both Ixsas and Krackle the guards hesitate to see if any harm comes to them. Once no harm comes their way, one of the guards says "Stop your preaching and magic. Both of you come with us. Bog Luck will want a word with you"
The distraction worked and Zeds is in room 3 the merchant shop undetected.
Serge finds Krackle on the main floor, engaging in some sort of performative hopscotch, while Ixsas is proselytizing two guards. He rubs the back of his head, before cursing himself for drinking so much.
When the guards demand the other two come with them, Serge walks the rest of the way down the stairs, still not sure about what's happening or what he should do. "What's all this about?" he ventures, ostensibly toward the guards but looking at Ixsas for some clue. "Can't a guy sleep one off on a bartop without all this racket downstairs?"

He adds as he begins to follow the guard. When Serge walks in, he stops and points to his much larger companion. "Hey, can my friend come too!"

Zeds takes a couple furtive looks around just to make sure he did't sneak into a room full of guards. Once he's pretty sure he is alone he shuts the door behind him and waits a minute to see if there is any noise or movement or traps about to blow up in his face... If he survives that moment without something blowing up his sneakiness he then pokes around the room and tries to see what is what. Bog Luck thought something in here was pretty precious and that the cult would want guards on it so Zeds wants to find out just what that is...

Alternatively, we could rely on Zeds's own expertise for stealth, and Ixsas could boost Zeds's WIS checks with Enhance Ability.)

There is no answer to Ixsas's knocking on the door and he does not hear anything from the other side of the door.
Zeds expertly picks the lock open though the 2 guards by the well may want a word with you.
Since Krackle is helping I assume he distracted the guards in some way. Perhaps he can describe how he distracted the guards.
In area 3 the shelves are still stocked with various items and the metal door to area 4 is locked tight.
