Esta nodded in response to the tiefling, saying "Thanks" as she turns back to her companions, her frustration evident. “Halila, it seems we can put in our requests without any special paperwork. Let’s see if we can speed this up.”
Esta’s patience is wearing thin. The endless waiting is grating on her nerves, and the sight of anxious people clutching their documents only fuels her frustration. She takes a deep breath, her eyes scanning the room with a sharp, calculating gaze. “Enough of this,” she mutters under her breath. With a determined stride, she makes her way towards the stand with the stacks of papers, her mind set on finding out what is needed to expedite this tedious process.
With that, she begins to sift through the stacks of papers, her eyes darting over the documents, searching for anything that might help them move forward more quickly.

Seeing his companion storm off, Sizzle eyes one of the people standing in line next to him with what appears to be papers in his pocket. A moment later, Sizzle discretely pulls his blacksmithing hammer from his belt before dropping it on the foot of the man. "OH! Sorry sir!' the goblin says as he pats the man on the side before quickly scooping up his hammer...
As he pats the man he attempts to remove the papers and take a quick peek at them....
With that, she begins to sift through the stacks of papers, her eyes darting over the documents, searching for anything that might help them move forward more quickly.

Looking through the stacks of papers it appears that they are all forms to fill out for various requests and services, from official name changes, to building permits, record requests, and so on. All of them are densely written like legal contracts though. In triplicate.
As he pats the man he attempts to remove the papers and take a quick peek at them....

The man putters a moment as Sizzle takes a peek. He's carrying a form with the title "In application whereunto the formal requests in proviso for mercantile activities". It is several pages long and densely written.
"ugh..." Sizzle grumbles before sliding them back into the pocket of the man if possible. if he thinks the man might notice he drops them on the ground behind him before tapping him on the shoulder and saying "you dropped those.."
Zakhar nearly doses off while standing in line. He hopes that this doesn't end up being a waste of time, but he's grateful for the chance to have a mental break. He briefly glances at Esta as she storms off. Perhaps she'll find something useful. Part of him wants to follow her, but the rest of him is enjoying this brief moment of rest.
Then he jumps slightly when the voice in his head bursts out laughing.
"HAHAHAHA! I like that goblin guy. He's got a lot of Chaos in him!"
Zakhar is confused for a moment before noticing Sizzle pick-pocket the man ahead of him. His jaw tightens, as his guard instincts kick in again. Stealing is wrong, at least in most cases. And this is one of them.
However, before he can say anything Sizzle returns the papers to their owner. He gives the goblin a flat look after the man takes the documents back. "Did that solve anything?" He says tiredly, then shakes his head. "Never mind don't answer that."
He looks around for Esta, perhaps he should go find her. It would probably be best if they didn't split the group up to much, but splitting up to look for information doesn't seem like a bad idea. "I'm going to find Esta, I'll see about checking back in with you all in about half an hour."
With that he attempts to locate Esta. Once he finds her, he wordlessly slides up beside her to help look through the documents.
Halila is content to keep place in line and wait for it to move. 'Another half an hour?' she thinks. 'That won't be too bad.' She watches as Sizzle takes the papers from the other person then gives them back. She also notes Zakhar's reaction with a grin. When he then goes off to find Esta, she says, "Don't take too long. If we do need the forms then I'd like to get them filled out before it's our turn."
Zakhar doesn’t seem to register exactly what Halila is grinning about. However, he nods to her words. “Alright, I’ll try to bring Esta back too. I don’t like the idea of having all of us scattered.”
Tyriel is rather beside himself, especially after seeing what Sizzle just did. Yet he still is rather irritated that no one is giving him answers about what has everyone around the looking through their pockets. He huffs and asks the person he’d been taking to, “Alright, so we don’t need recommendations, but I keep seeing everyone looking through their pockets. Are we supposed to bring some sort of offering?”
He eyes his companions, glad that at least Zakhar has some sense of morality. “I understand your are all impatient, but we should still conduct ourselves in a more dignified and civil manner.” He scoffs, shaking his head and crossing his arms. Good grief, he understands their impatience but that doesn’t mean they can’t start by asking questions at least before jumping to criminal activity.

She hands him one of the forms, hoping he might have a clever solution to speed things up. “Maybe we can make it look like they’re filled out correctly without actually having to read through all this nonsense.”
"The form I saw was talking about merchant stuff..." The goblin whispers back. "I don't know think it would help... We just want to ask a few questions so unless there is a stack of forms required to be filled out to simply ask a question or two... I don't know what to do." he grumbles as quietly as possible.
Halila continues to wait, getting a bit more anxious about the need for forms. But she's willing to wait and see what happens. She now starts to focus on the person that they would be speaking with, watching him intently. (Evil Eye Ability - CHA Save DC 12 or be marked by her evil eye; note - enables other abilities, nothing immediately)
While the line is slow, eventually you find yourselves just a couple people away from the goblin clerk. There is a small gap between the counter where the goblin stands and the end of the line making it hard to hear and see what each person does. But as you stand at the front of the line and the last person in front of you finally turns to leave and the goblin looks at you with a bit of a tired look. "Oh you again. All right, what can I do for you?"
Halila looks for a moment between Sizzle, who'd been in front of her, and the goblin. She finally speaks up. "Yes. We had some questions," she says, pausing again a moment to collect her thoughts. "My friends and I are not sure how we got here to Sigil. We woke at the morgue, but none of us really remeber dying. So we are going for any information that might tell us what is happening. Oh! And I'm Halila Talgeta and that's Sizzle Kaboom. Umm..."
She glances about at the others, trying to recall madness. "And Esta, Zakhar, and Tyriel."
The goblin just looks at Halila for a moment. "I'll need your requisition form TK214: Requisitions for all general inquiries regarding transference between life and death, five gold processing fee and we'll let you know in five to ten days, not including local cultural holidays or unforeseen closures due to cosmic circumstances."
As Halila introduces them, Tyriel gives the goblin a respectful nod. It’s rather impressive how well he can hide his irritation when he wants to… though his eyes remain hard as ever. However, when the goblin follows up with saying they need a form….
Tyriel is fuming. Why in the cosmos didn’t anyone tell them they needed a blasted form! He asked! He asked if the needed to bring anything and all he was told was that anyone can make a request! Seething, he glared in the direction that the person in front of them had gone for a moment before letting out a breath.
He squeezes his eyes shut for a moment before looking in the direction Esta and Zakhar had gone in. Hopefully they made some progress somehow while the rest of them wasted their precious time in line.

Zakhar stops what he's doing and looks at Esta, clearly pondering her question. "I do have one illusion spell." He says slowly. "I just...It doesn't last for very long."Then he shakes his head. "Plus I still would need to know how these things are supposed to look or the writing would make no sense....Not to mention forgery is wrong..." He sighs, clearly at a loss. At the realization that he'd even thought about going along with that causes a lump to form in his gut. His days of mischief are supposed to be behind him. The entity chuckles.
Zakhar's visible left eye narrows. Should he just tell her outright that his magic is unpredictable? He already doesn't like the idea of faking this, but he also knows that if he did use minor illusion to create a fake document, and anyone tried to actually read it, assuming the writing even made sense. The spell would likely end before the reader was finished. "If I do this, and it goes wrong we could all get in a lot of trouble."
He sighs, and glances back at the documents in front of him, then back at Esta. "I'm sorry I'm not much help with this. I'm not really that great of a mage."
He falls silent, "Maybe we should just give up on talking to these people and try to figure this out on our own." He glances around for their 'guide' who hasn't seemed to be that helpful. She could have told them they needed a form to get up there. They paid for her help and now they probably just wasted half an hour. "Should we just go get the others and move on?"
"You are serious?" Halila asks, shaking her head. "At the very least, I suppose we can fill out the form and just hand it to you, since we've already stood in line. But ten days? Ten? To get a bit of information? Surely you can help us figure out how to speed things up. A bit of kindness on your part could perhaps avoid a lot of unpleasant things." She looks at him intently, stepping uncomfortably close to him, though she doesn't touch him. (Intimidation: 24)

He doesn't seem overly fazed by Halila's intimidation, but that might be partly due to the few giants on guard behind him, keeping an eye on all the activity. Halila could tell though that the goblin is a man of business and doesn't bear any particular hostility toward her.
