Not really, you don't have to roll initiative if Quinn wouldn't have any interest in participating. Besides you can clearly see that that the bandits leader's face is bleeding badly. Maybe another reason for Quinn's not finding a reason to join the fray.

As much as Kebron wants to jump into the fight. He remembers the “code” of the tavern brawl. Yagra is a capable brawler, despite the odds she might feel slighted if he just jumps into help, gods know he would be.

Yagra's experience in tavern brawls helped her predict his second attacker trayectory and used his momentun top make him loose his foot with push to his shoulder. She turns back and says to Kebron: Ya' see? dis ain' nuthin' for me, but you can have som' fun too. Dis one's mine thou' - says right before attempting to kick the leader's head
No, Manu of the spectators are rooting for Yagra (those who aren't started booing at Phrael after he shot his arrow) no one has show any interest in participating as your group did.
Durnan, Bonnie and other patrons are paying close attention to the brawlers condition; regulars know that Durnan doesn't like dealing with killers and the city Watch at their tavern, so they usually help the fallen before anyone takes it too far.
Quinn seems to be torn between watching the fight and testing their pickpocketing skills on the occupied spectators. Having grown to like the bar as well as most of the colorful staff they decide to remain at their vantage point and continue to observe.

Quinn quickly determined that there wasn't much else going on the tavern, he looked at those standing near the fight, those still seating at their tables...everything was in "order", even the echo of rocks crumbling down the tavern's pit...
With Yagra's permission Kebron charges in and throws a punch at the nearest bandit attacking her.

That would be the one that's prone (17 is a hit, but you have advantage and could get a crit)
Right after Kebron's attack, the other two bandits holding each one a scimitar, flank Yagra and Kebron and attack with a coordinated blow:
Bandit 1 - Screw you Krentz - says the bandit to the tattoed guy - I'm taking all the credit for this. Against Yagra: Attack: 21 Damage: 7
Bandit 4 - Hey! Who let this kid join the fight? Oh wait...it's just a Dwarf, you shouldn't play with the grown ups, you can get hurt. - Said the burliest bandit as he raised his sword. Against Kebron: 21 Damage: 7
(There a chandelier or something above the other two bandits I could shoot down? If not I don't mind having to run into the fray)
uuuuh I like that...yes! there is a chandelier hanging from a rope 10 ft. above Yagra's table, however, only one of them (the one attacking Yagra would receive full damage the other one will get a DEX save and get no damage or half of it)
If you go that route just roll an attack against the chandelier AC 15

Despite being on the table, trying to snipe over the crowds wasn't giving the wood elf his best angle. "Move out of the way!" Phrael shouted at the onlookers between him and his mate Yagra. Another arrow set and ready to fly, aim bouncing between one bandit to the other as he waits for his opening. "Screw it." Leaning back he'd set loose an arrow at the rope holding the chandelier.
((OOC in the interest of keeping the fight going. If the guy who hit me is still up I’ll turn around and hit him next round. I rolled 1d3 + Str modifier for damage cause I thought that’s what unarmed damage does. My character sheet shows a flat 5 damage for unarmed which one do I use?))
Kebron takes the cheap shot from the bandits do shrugs it off ((AC12 so the roll of 8 didn’t land but like the idea of it hitting and doing 0 damage better if that’s ok)). Narrows his eyes and turns to the bandit who struck him, showing that the bandit has his full attention.
Min a low menacing voice. “Ya hit like a Lilly Pixie boy. Come here, I’ll show ya how to properly hit someone.”

Quinn's basically sitting on the bar watching it all unfold. If their companions get into trouble they might intervene.

Before Yagra can answer Kebron's question one of the bandits rushes towards her, with Scimitar in hand and thirst for blood -

Yagra's kick lands right on the bandit's chin making him drop Unconscious. And bandit 2 lands Prone from Yagra's push.
