The monster description says 'any creature within 20 feet of it' has to roll for a save. The creature moved within 30 feet of you before being attacked. However, the cave is only 10 feet wide, so the there is more cloud than there is area. Therefore I ruled that the cloud is longer (30 feet x 10 feet) from point of origin. It should have been more, but I did say these caves had a high ceiling, so you're all lucky I decided that on a whim.
There are no consequences at the moment. However, there is a cloud you have to cross to continue on your way.
Second one is 'hey, this thing exploded and now there's a cloud...'. Unfortunately, you don't know what the cloud will do to you or your party, but you surmise that any creature that creates a cloud like this, for whatever reason... the cloud is likely not benign.
Krizz nods at Narstin's suggestion and lights a torch and sends it after his handaxe through the cloud and then covers his ear holes.
OK. I didn't plan for this, and it's not in the description for the creature, but I'm all for rewarding ingenuity and ideas.
Has anyone ever intentionally or accidentally thrown saw dust onto an open fire? I personally stood beside someone who dumped a bin of scrap wood that had sawdust in the bottom. It was quite a display.
