”Bu....but...we have it our word we would release it. Certainly, you wouldn’t have us go back on our word? Such a pitiful creature as that is no threat on its own. Most likely a predator will catch it like one did it’s escaped ally.”
Estellen frowns at Quilqwen, "Trust is like a precious metal. We should not give it out liberally and it can be forged into a knife to plunge in our backs."
He glares at Clonukt, "I would recommend treating ours like those coins in that pouch, rather than the knife. Let our paths never cross again."
Doc looks back at the rest of his party before moving to retrieve an oar. "Nothing's stopping you from killing him, but do not consider me privy to whatever harm you may wish to inflict. He's been helpful thus far and hasn't shown any sort of aggressiveness. He's only been led astray due to the circumstances around him -- his environment, his race, the company he keeps. I'm merely giving him the opportunity to make better choices from this point forward. As for the coins, I found them in the church we burned up earlier. As it is with all the dead, the priest whom they belonged to has no further use for currency -- and neither will we, unless we find a safe way across this river."

Quilqwen jumps onto Doc's stomach nervously, trying not to dig into much with his talons (though if things start rocking he grips tight out of instinct), and begins to clumsily paddle his way across.

(Lmao this is either the dumbest thing I've ever done in any of my games, or by far the most brilliant idea ever)
Doc uses his other limbs to balance out their path, popping an arm or leg back into his shell if needed.
Estellen sits down on the riverbank and sighs a little, looking at the moderately hilarious image of an Aarakocra riding a Tortle, and casts mage hand, to help if Quilqwen falls in the water (although he can only help for the first 30 feet).
Tortles are more likely to sink than float, especially when they are carrying another medium creature and both are carrying 100+lbs of equipment each...

(I mean I'd assume most medium-humanoid creatures -- particularly Tortles -- are incredibly buoyant and are able to swim without much trouble. The way I'm imagining it is his shell is acting like the bottom of a row boat, which is heavy and curved, but still capable of floating. Of course, I'd understand if DM ruling was I can't carry anyone else, but I'd still think Doc would know how to "swim" rather than sink.)
Feeling Doc sink under his weight Quilqwen hops back off. “Lets try this instead. Hand me your rope.” He takes Doc’s rope and ties it together with his own. He hands one ends to Doc and starts to tie the other end to a tree. “Tie the other end off on the other bank and we should all be able to cross safely. We could even leave it as an escape route.”
(If a character was entirely unladen I would assume a swimming speed of half walking speed in most waters (no athletics check). I derive a tortle from tortoise, they sink more than swim so are not particularly buoyant (but would assume a sentient creature able to learn to swim so fine there). Also the shell is not just empty space, it does hold organs and the like. Given all that you would be unable to have someone sit/stand on you, but you could help people across. (Failure would be less serious for someone who takes an hour to drown). The only way it would work as a boat would be if you killed a tortle and emptied its innards, leaving just the shell. Hopefully that explains it all well)
(Considering I lean towards tortles being on the turtle, your explanation makes perfect sense from the opposite side of the spectrum. As always, I defer to the DM ruling!)

Quilqwen, there are a few trees at the waters edge, although none are particularly tall. You might make it across, you might not.
Having been given leave to go, Clonukt just runs westward, gaining cover as soon as he can.
