When you mention to her your plan, she is initially cautious of building such a structure because of her association with the Harpers, which is a group that does not wish for any group or government to grow too strong. Seeing the expansions happening in Phandalin, she realizes that the influx of workers will need a place to worship and agrees. She gathers so of her followers and they are able to put together a team of incoming workers who are willing to build this temple. This group, with you included, can go to the forest north of town to gather wood for the structure and build from these materials. With this being a noble cause, many of the workers are willing to work for free, but you do not allow them to do so. The entire operation will cost around 300 gold for labor costs and buying items such as nails.
Harukai hopes that, by giving a place for the town to worship and training in basic martial arts (for those wanting to join in the morning and evening exercises), the people of the town will be better prepared both physically and mentally to defend themselves against whatever the enemies may arrive, even if they do not have weapons easily at the ready.
He also plans to keep an eye out for further opportunities to adventure, as well as to check the store periodically to see if any useful items show up.
