You reach the other side and take stock; about three minutes later, the next wave crashes against the rock wall of the cavern, creating once more the great echoing boom that fills the space.

You decide to take a short rest, here at the side of the cavern that is the source of the great wave echoes of Wave Echo Cave. You take your packs off, and sit around, relaxing and talking.
Strix, you are not able to make much progress with carving the jawbone, as that requires more activity than you want to expend. But you are holding the jawbone up, inspecting it from every angle, planning your ultimate design and making a few indentations to remind you. Except... when you come back a few minutes later, the marks you have made are gone. You try again, but the same happens. It seems that whatever designs you intend, the bone is resisting.
About forty minutes into the rest period, another great wave gathers and crashes into the wall. You turn to look at it, impressed by the power and overwhelmed, as always, by the deafening noise. You turn back, and... you are holding a fully formed skull in your hand, the greenish flame burning around it, its eyes fixed upon you in an expression of extreme annoyance.
If you recall, I did advise strongly against this.

And Strix's starting position is that he's holding the jawbone (condition : restrained) in one hand and a tool designed for making big marks in bone in the other (advantage, maybe?) ?

Strix is holding the skull, so I would say he has it grappled, but not restrained. The tool has already been shown to be ineffective at leaving marks on the jawbone, so I would say it's an improvised weapon, but the damage would automatically be zero. As to whether he takes burn damage from holding the skull directly, you'll have to wait and see.
I forgot to ask last time. What size is the skull? How much does it weigh? And what's the AC of the floor?
(Looking at options to run away from the group and/or smash the skull off the ground a bunch of times, which if he's 2 sizes smaller than Strix (based on the size of a skull relative to most familiar animals he should be Tiny) should not impede Strix's movement at all. I got us into this mess twice so the least I can do is get us out once. You reckon the Skull can swim?)
Is there any kind of warning sign...like a rumble...when a wave is gonna hit? It's probably too far off but if we throw that skull in the water it'd be smashed to pieces.
(I just managed to get online...sorry for the delay. I'll back the HP to 7 again) and mostly scupper just tries to keep distance and shoot arrows if possible.
(since I'm holding him and can catch arrows, and presumably he's tiny, can I use my reaction to turn a missed scupper arrow shot (in the unlikely event thereof) into a hit?)

It's a human, or humanoid skull. It's hard to say how much it weighs since it also magically floats. You don't know the AC of the floor.
